PURPOSE

 

The purpose of the FCAL, Inc. is to facilitate education, research and sharing between organizations, individuals, governmental bodies and the general public of Forest County to protect Forest County inland water bodies, environs and watershed for now and future generations, including, but not limited to: aesthetic beauty, water quality, wildlife habitat and fisheries.

OBJECTIVES

 

 

EDUCATION/SHARING

To educate the Forest County public and riparian owners on issues – to facilitate dialogue between organization and governmental bodies.

 

LONG RANGE PLANNING

To participate in long range planning efforts regarding the water resources of Forest County.

 

REGULATORY/ENFORCING

Facilitate efforts of governmental bodies to enforce regulations, which affect inland water bodies usage and water quality.

 

COOPERATE

Provide a vehicle for greater cooperative efforts between riparian owners, riparian users, appropriate governmental agencies and the citizens of Forest County.

BACKGROUND

 

In 1992, 30 people met representing 17 lakes to look at the possibilities of organizing a countywide association of lakes. Of primary concern was whether this diverse group representing diverse interests could come to agreement on some common goals and objectives to work on collectively.

 

Forest County was the fourth county in Wisconsin to form a countywide association of lakes. Since then, several additional counties have formed associations and others are in the process, including Vilas and Washington counties.

 

County lake associations are well suited to carry out a number of services. A county association can offer educational programming on a more extensive basis than individual organizations. It can provide a mechanism for lake groups to share with each other. A countywide lake association can also help local groups who may wish to form a Lake Organization with planning efforts including application for grants and funding for area lake management.

MEMBERS & FRIENDS

 

A “Member of Friend” herein means an Organization, Individual, Family, or Business who subscribes to the purpose of the Corporation, meets the applicable definition of Member or Friend, has joined the Corporation and paid appropriate dues or fees.

 

MEMBERS

Members are governmental organizations, non-stock membership organizations, individuals or families who subscribe to the purpose of the Corporation, meet the applicable definition of membership and pay the dues in effect for the applicable membership level.

 

(a)        Organizational Members

Lake Districts, Lake Associations, Rivers and other Inland Water Organizations having significant lake or inland water management, protection or improvement purposes in Forest County shall be eligible to become Members.

(b)        Individual/Family Members

Individuals or families having significant interest in the protection and improvement of Forest County inland water bodies, environ and watersheds shall be eligible to become Members. Persons may choose to become Individual/Family Members whether or not they are a member of a Lake District, Lake Association, Rivers or other Inland Water Organization, which is also an Organizational Member.

(c)        Friends

For-Profit businesses, other organizations, or individuals, not qualified for Membership, who subscribe to the purpose of the Corporation, may become a “Friend” by paying the appropriate fee.

RHINELANDER - As the summer winds down water users tend to try and get in more time angling, water skiing or finding other ways to hit the north’s lakes and rivers. But with each outing comes the danger of spreading aquatic invasive species into the waters and doing long term harm to the water resources.

“While we do have zebra mussels, Eurasian Water Milfoil, and the deadly fish disease Viral Hemorrhagic Septicemia (VHS) in Wisconsin, we can contain these invasions,” said DNR Law Enforcement Water Guard, John Preuss. He added that most northern waters are free of invasive species and everyone wants to keep it that way.

Helpful practices are in place to protect these valuable water resources and to comply with state laws and administrative rules. The rules and more information on VHS can be found online at VHS and You: Keeping Wisconsin's Waters Healthy.

Preuss said the first step to take before launching a boat is to inspect the craft, trailer, and equipment for any aquatic vegetation. If found, remove them. Anchor ropes, anchors, and lures also need to be checked for vegetation. “A three inch segment of Eurasian Water Milfoil is all that is needed to spread it to a new water body,” the water guard explained.

Another practice involves draining all water from the boat and equipment before leaving the boat landing. This includes live wells, bilges, transom wells, and motors. Boat motors should also be trimmed down to drain water from the lower unit. During the first half of a zebra mussel’s life it is a microscopic larva and can easily be transported in a small amount of water.

Fish caught during the day should be put on ice before an angler leaves for the day, or the container carrying the fish should be drained of all water. Shore anglers as well as those fishing from boats need to follow this practice to help insure that no live organisms can be transmitted from one water body to the next.

Lastly there is the issue of using minnows as bait. If no lake or river water is added to the minnow container you may use the minnows on different bodies of water. If lake or river water is added to the minnow container, anglers may only use those minnows on that same body of water. “In both situations a limit of two gallons of water can be used to transport minnows and “unwanted minnows cannot be released into a body of water,” Preuss said

“All of these practices must be followed if we want to protect our waters from VHS and other invasive species,” Preuss said. He added that a survey found about fifty percent of anglers not following the practices stated above and putting the north’s waterways in danger.

By taking a few minutes of time at the boat landing we can hold the line on zebra mussels, VHS, and other invasives that threaten our water recreation in the northland, the warden added.
